I come back to the subject of 7April 2009. This is because I entered in possession of certain documents, unknown to the public opinion until now, which are kept at the Chisinau Mayoralty and univocally prove the fact that Vladimir Filat is not only the main person responsible for the last year tragedy, but also the one who, after systematically instigating, throughout all the electoral campaign, his followers, provoking them to come in the streets and destroy everything on their way, betrayed them in the most cynical and base way.

Thus, this is about some documents lodged to the mayoralty an year ago by the Liberal Democratic Party from Moldova, whose president is the nowadays Prime-Minister Vlad Filat,.

EPISODE 1

The first paper dates back to March 17, 2009, bearing the output LDPM number 125 and input City Hall 02-115/1518. The City Hall stamp on the document indicates time 13.45. It’s the preliminary statement, which is a standard form, with stamp and signature of LDPM Victor Rosca, secretary general of the party. With this statement LDPM announces the local authority that it intends to run meetings at the National Square between 6 and 20 of April. The document contains the usual obligatory words: “Please be assured that the meeting will be held peacefully.” Followed by “Mr Rosca Victor and Anghel Aghachi are empowered by us to lead the meeting, to ensure its proper conduct and respond to it so that the meeting take place peacefully and not degenerates into violence. ”

On March 20, 2009 Chisinau City Hall in person of interim mayor Vladimir Cotet, issues the release 186-d which states:

“1. It authorizes the Liberal Democratic Party of Moldova to conduct a meeting as a protest rally and march with debates on socio-economic and political situation in Moldova, from April 6 to 20 (except 12 and 14 April) between 11.00-20.00 hours, at the National Square (with the installation of stage and sound apparatus).

Protest march will be held on the following route: National Square – Bld. Stefan cel Mare – Academy of Sciences and back to the Presidency of the Republic of Moldova (highlight belongs to us – Ed).

EPISODE 2

On March 20, 2009 Interim Mayor issues a release number 186-d, which authorizes LDPM request. The paragraph 7 of that provision states the following: “Responsible for the smooth conduct of the meeting, the protection of green spaces and public order is in charge of the Liberal Democratic Party (Mr. Victor Rosca and Anghel Agachi)”.

EPISODE 3

A contest trial of the provision by the City Hall followed at the Civil and administrative College of the Chisinau Court of Appeals by the prosecution and administrative control Section of Directorate of Territorial Government. On April 3, 2003 the court partially annuls the ad interim mayor decision, not allowing the installation of stage and sound system and canceling the permission to organize that march.

EPISODE 4

On the morning of April 7, 2009, namely, according to the document, at 9.00, LDPM submits a new application to the City Hall. It bears the number 139 and output 02-115/1882. Therefore, the party of V. Filat writes black on white in the document:

“Mr. Mayor,

Please note that on Thursday 07 April between 14.00 and 23.00 we would like to conduct a meeting as a protest against elections fraud.

The meeting will be attended by approximately 3 000 people.

Routes to and from the place of the meeting – National Square – Blvd. Stefan cel Mare – Moldovan presidency.

The purpose of the meeting is the manifestation (approval or adhesion to the protest) against the fraud of the results of parliamentary elections.

Please be assured that the meeting will be held peacefully.

Mrs. Anghel Aghachi and Victor Rosca are instructed by us to lead the meeting, to ensure its proper conduct and respond to it, so that the meeting takes place peacefully and not degenerate into violence “(highlighting belongs to us – Ed )

EPISODE 5

On the same day of April 7, 2009 in Chisinau City Hall comes another petition from the same Liberal Democratic Party. But this time, unlike the other two petitions, signed by LDPM President’s subordinates, the document comes on letterhead and bears the signature of this party’s President Vladimir Filat. The document bears the number of exit 140 / 1 and 02 -115/1882 entry number, being entered at 15.30. Here’s the full content of this historical scrap:

“PETITION

Given the impossibility of carrying out the meeting as a meeting with discussions on socio-economic and political situation in Moldova, proposed by Liberal Democratic Party of Moldova, we hereby ask the Chisinau City Hall cancellation of the release no. 186-d of March 20, 2009 and prior declaration no. 02-115/1882 of 07.04.09. (on the authorization to conduct a meeting in Chisinau.)

EPISODE 6

On April 8, 2009 Interim Mayor issues a epochal disposition. The document bears the number 247-d and states the following:

“The interim mayor repeal of 186-d of 20-03.2009

After examining the petition of the Liberal Democratic Party of Moldova no. 140 / 1 of 07.04.2009, in view of the impossibility of meeting conduct envisaged under Art. 255 Moldovan Civil Code, Art. 29 para. (2) and Art. 32 para. (1) of Law no. 436-XVI of 28.12.2006 “On local government”, the interim Mayor of Chisinau

Decides:

1. To repeal the interim mayor’s disposition of 20.03.2009 No. 186-D “on the authorization to conduct a meeting in Chisinau.”

2. This decision shall be notified to the Liberal Democratic Party of Moldova and Chisinau Municipality subdivisions.

3. The humanitarian, social and interethnic relations direction of (Mrs. Nina Stratulat) will provide control of the execution of this provision. “

CONCLUSIONS

From the documents listed above for any man of sound mind it is clear that the main culprit for the disaster of April 7, 2009 is Vladimir Filat. His party was most active in inciting his followers throughout the electoral campaign against the government, which is attributed a priori and without any intention the intention to forge the elections’ results. The both prior statements are signed by someone other than LDPM leader V. Filat, instead in the afternoon of April 7 there is a paper with the current PM’s autograph. So it is clear that Filat pushed his colleagues to assume all the consequences in a risky situation, he washing his hands. Such management style betrays experienced trickery that always absolved him in force majeure cases of any responsibility. Filat in those days preferred to take the danger with the hands of others, just as he once proceeded at the Privatization Department, the decisions bearing the signatures of committee members, not the head. And since there is collective responsibility, privatization chief, who turned many fraudulent schemes eventually came clean.

Public opinion very well remember that as PLDM, supported by other parties, used related media propaganda machine of the party, called the crowds at the square as in the times of war. We remember the famous press conference of V. Filat who uttered threats warning in a macabre tone that “those who drink champagne today very soon, they days are numbered …” and they will get in trouble. Therefore, burning up and provoking the crowds, calling for the “final and decisive struggle” led to the subsequent real burning of two buildings, prevention of fire brigades to extinguish flames and save the remnants of the two institutions from the proletariat of Filat who just had taken by storm “Winter Palace”.

Note also that, for annulment of the court decision cited above, to limit that meeting, LDPM filed on April 7 in the morning a new application, written in black and white with the final target of protest action: the Presidency. It pointed out that although in the law on assemblies, a law accorded to European stipulations adopted at 22.02.2008, the local public authority is not empowered to authorize meetings, Chisinau Municipality provisions authorized it. It is well known that the basic purpose of the new law, which is the regulation of the conduct of meetings and demonstrations, was just depriving municipalities the right to authorize or prohibit an assembly arbitrarily. The basic rule is put in Article 10, paragraph (3): “The local government records and prior statement issued organizer a stamped copy of it, which must contain the date and time of registration statement. Therefore, the city will just take note of someone’s intention to organize a meeting and in no way authorizes. Cases, which may result in banning of meetings, are described in Article 8 of the same law. Why, then, those documents were needed for authorization? Clearly, to enhance the effect of mobilizing followers in protests.

But cynicism peak in the betrayal of their voters and supporters represented a personal petition Filat signed and filed the afternoon of April 7 at the City Hall. So, after having incited people to the streets after the condition has aggravated, the unrestrained and reckless crowd that destroyed, burned and pillaged everything in its path, Filat sent stealthily petition to the Town Hall. He washed his hands again, cowardly fleeing responsibility for the consequences of his actions of catastrophic political adventurer. Clearly, under the legal issue such a document is devoid of any legal basis and even logic. That’s because the person or group of people organized a protest and have assumed responsibility for all consequences, including ensuring its peaceful nature, and then came to City Hall in the midst of mass disorder that he has caused either in bad faith or lack of discernment and declined any involvement and responsibility. The Law on assemblies does not provide such an absurdity. But peak of absurd, legal illiteracy and tendentious character of the decision is the decision of the mayor of Chisinau, who cancels after the fact, on April 8, the legal effects of the disaster of April 7. Unbelievable but true.

Beyond the legal absurdity of the documents cited above, throughout this series of papers issued on the treadmill and spinning of the mayor of Chisinau and his comrades, the following is to be  emphasized in particular. The paper revolutionaries a year ago were in a great fear for possible criminal consequences that could result in case of the coup failure, if they could produce such documents both contradictory and immoral.

But last and most important lessons that deserve to be drawn as a result of the disaster of April 7, 2009 are the following:

Vladimir Filat is the main culprit for what happened on that fateful day, he has betrayed his own supporters as a coward by stealthily filling at City Hall at 15.30 a request and by the fact that both he and other silly revolutionaries were hidden by bushes and left the young, exalted after storming the two buildings. If Filat and other alleged leaders would not have fled and remained with the protesters, and convincing them to stop the destruction and molesting police, if they had stayed all night to talk with each protester in part and convince them to leave home, any excesses of police officers would had been excluded. Valeriu Boboc who died just in those moments, as assumed, at the National Square, and is being deplored by the current rulers with crocodile tears, had lived today, if Mihai Ghimpu Dorin Chirtoaca Urechean , Filat and others in their camp were careful not only of their skin but about everyone present that night in the Square. And Mihai Ghimpu would not have had the opportunity to make his grim political picture into the death of a young man, giving him medals posthumously, nor Filat have had occasion to utter solemn speeches at the first anniversary of a crime unpunished.

But as every revolution needs martyrs, criminals and profiteers, the last ones having seized power, distributed the roles as they agreed. From this distribution sinister violent demonstrators were assigned the role of heroes of the revolution, guards – the criminals and thugs, and the rulers of today – the role of saviors of the nation, who have rushed to give medals and to launch their own monument in front of Parliament.

PS: I have every right to make these claims because I personally together with colleagues organized the more and more numerous protest actions in this country for many years. But never, I underline never, neither I, nor my colleagues, allowed to provoke degeneration of peaceful protest into violence and vandalism. We always used to come first to our meetings and leave last. That is why I have all moral right and obligation of citizen to unmask the imposture of the current government, to tell the truth until the end.
